Heritage Register: proposed declarations

The Northern Territory Heritage Register has information about declared heritage places and objects, and those subject to provisional protection under the Heritage Act 2011.

Nominations and the assessment period

Nominations to permanently declare a place or object can be made by:

  • any member of the public
  • Heritage Council or
  • Minister for Heritage.

The council reviews a nomination and decides whether to accept it.

It then:

  • conducts an assessment of the place or object nominated
  • makes a decision about heritage significance.

Public consultation period

If the council is satisfied a place or object is of heritage significance, it must invite stakeholders and the general public to make a submission on the proposal. This is to determine whether a place or object should be permanently declared a heritage place or object.

The Act:

  • directs when owners, interested parties and the general public are notified about a nomination
  • specifies the length of the consultation period.

Provisional declaration

Under the Act, a place or object must be protected during the public consultation period.

The minister must provisionally declare a place or object to be a heritage place or object.

If at the end of the process there is a decision not to heritage list, the provisional declaration is revoked.

Submissions

Every submission received during consultation is tabled and considered by the Heritage Council.

The council decides whether to make a recommendation to the minister.

If the minister receives a recommendation, they are provided all of the submissions.

How to make a submission

When a proposed declaration is open for public comment, anyone can comment on the proposal.

Submissions can be brief or detailed.

They must be received by email or post and should be addressed to the chairperson of the Heritage Council.

The Heritage Council is seeking submissions as to whether the Virginia Townsite Survey, outer Darwin, should be declared as a heritage place under the Heritage Act 2011.
