In 2022, the Northern Territory Government commissioned an independent audit of homelands across all regions.

The findings from this audit are used to inform investment in homelands housing and infrastructure.

On the ground assessments

The audit started in May 2022 and was completed in November 2022.

Housing and infrastructure experts conducted on the ground assessments of 100 homelands across the Northern Territory (NT).

The audit team visited more than 25% of homelands over the 6 month term of the audit, with land councils and Aboriginal housing leaders endorsing a cross section of homelands to visit.

There are about 6,000 Aboriginal Territorians living in 1,525 homes across 395 homelands in the NT.

Objectives of the audit

The audit:

  • identified assets in each homeland to assess their condition and supporting infrastructure
  • provided estimates of upgrades:
    • to meet liveable, serviceable and sustainable standards
    • including recognised Australian codes and standards
  • assessed current and future capacity of essential services where homelands have over 50 residents
    • for example power, water and sanitation
  • provided strategic advice and analytics on future investment for homelands that have population growth and supporting infrastructure.

The findings will also inform a new homelands policy and future investment priorities.
